Proposed Main Modifications to Woking Site Allocations Development Plan Document
Just to inform you of the consultation on the proposed Main Modifications to Woking Borough Council's draft Site Allocations Development Plan Document (DPD). The DPD identifies and allocates specific sites to enable the delivery of Woking Core Strategy (2012), and safeguards land to meet future development needs beyond the present Core Strategy period.
The Independent Examination of the Site Allocations DPD began on 31 July 2019. The Hearing part of the Examination completed in December 2019. The Council is now publishing a schedule of proposed Main Modifications to give everyone the opportunity to comment, and for the comments to be taken into account by the Inspector before he submits his Report to the Council. The Main Modifications are considered necessary in order to make the DPD sound and/or legally compliant.
The schedule of proposed Main Modifications is accompanied by four other documents also for consultation: an addendum to the Sustainability Appraisal; an addendum to the Habitat Regulations Assessment; a schedule of Proposal Map Modifications; and a Topic Paper relating to a High Court Judgment and the Office for National Statistics 2018-based household projections.
It is emphasised that the consultation ONLY relates to the Main Modifications to the DPD, and the accompanying documents listed above, and NOT to any other aspects of the submitted DPD. Most importantly, this consultation does not represent an opportunity to raise other matters which were or could have been part of the earlier representations or the Examination Hearings of the DPD. There is also no need to repeat representations that have been submitted before, which have already been passed to the Inspector.
For information purposes only, the Council has also published a schedule of Additional Modifications that will be incorporated into the DPD to enhance its quality. The Additional Modifications are of an editorial or factual nature and are NOT being consulted on.
The Council is aware of specific restrictions during the Coronavirus pandemic such as social distancing and access limitations to public buildings, and has taken appropriate measures to ensure that anyone who might reasonably wish to be consulted has the opportunity to give their view during the consultation period. The Council has published a detailed Consultation Plan on how this can be achieved. This document will be kept up to date to reflect any changes during the consultation period.
At the current time, consultation documents will be available to view at Woking (Gloucester Walk) and Knaphill libraries only. Further libraries may re-open in the coming weeks, and consultation documents will be deposited there if and when feasible. Details of library re-openings, opening times (which may differ to normal), library addresses and other relevant information can be found at www.surreycc.gov.uk/libraries/news-and-events/library-news/coronavirus. The planning policy team can provide a USB stick containing the consultation documents, or can post paper copies of particular documents to those without access to the internet (where reasonable requests are made, bearing in mind printing costs and saving paper).
The Council is currently unable to host face-to-face public meetings or events. Instead, in addition to taking any queries over the telephone, online Zoom meetings will take place where Officers will be available to answer questions. Dates and times will be published on the consultation website, as well as Zoom joining instructions and guidance.
